Core Mandate

To promote the welfare, rights, protection, and socio-economic empowerment of women veterans, wives/spouses of veterans, and widows of veterans by providing tailored programs, advocacy, and support systems.

This Directorate will ensure gender-responsive programming across BIVET-U and strengthens family resilience, social inclusion, and economic independence.

 

 

Key Units & Responsibilities

  1. Women Veterans Affairs Unit
  • Maintain a national database of all women veterans.
  • Address specific needs such as health, reintegration, psychosocial support, and leadership development.
  • Champion recognition and visibility of women veterans in national programs.
  • Lead empowerment initiatives tailored to female veterans.
  1. Spouses & Family Support Unit
  • Provide welfare, psychosocial support, and capacity-building programs for spouses of veterans and widows.
  • Organize family strengthening programs, parenting support, and resilience interventions.
  • Coordinate assistance for vulnerable dependents (orphans, single-parent households, distressed spouses).
  1. Gender & Protection Services Unit
  • Lead all interventions on Gender-Based Violence (GBV) prevention and survivor support.
  • Implement gender mainstreaming across all BIVET-U departments.
  • Liaise with Ministry of Gender, Uganda Women’s Network, FIDA-Uganda, and GBV service centers.
  • Offer legal and psychosocial referral pathways for abused spouses and women veterans.
  1. Women’s Economic Empowerment Unit
  • Facilitate access to microfinance, cooperatives, SACCOs, and entrepreneurship programs for women.
  • Promote vocational skills, digital literacy, and business incubation tailored for women.
  • Partner with government programs (UWEP, PDM, Emyooga, OWC) for inclusion of veteran spouses.
  • Support women-led income-generating groups and household economic strengthening.
