Directorate of Monitoring, Evaluation & Learning (MEL)

Core Mandate

To strengthen evidence-based decision-making, accountability, and continuous organizational learning by systematically tracking performance, assessing results, and generating knowledge to improve programs and policies.

Key Functions & Responsibilities

Monitoring & Performance Tracking

  • Develop and implement MEL frameworks, indicators, and tools aligned to BIVETU’s strategic plan.
  • Track program implementation, outputs, outcomes, and impact across all directorates and districts.
  • Ensure timely, accurate, and reliable data collection and reporting.

Evaluation & Accountability

  • Design and coordinate baseline studies, mid-term reviews, end-line evaluations, and impact assessments.
  • Assess effectiveness, efficiency, relevance, sustainability, and impact of programs and projects.
  • Support donor, government, and internal accountability requirements through evidence-based reports.

Learning & Knowledge Management

  • Promote a learning culture by documenting best practices, lessons learned, and innovations.
  • Facilitate reflection sessions, learning forums, and adaptive management processes.
  • Support policy development and program improvement through evidence synthesis.

Data Management & Quality Assurance

  • Establish and maintain data management systems and dashboards.
  • Ensure Data Quality Assurance (DQA), ethical standards, and data protection compliance.
  • Build staff capacity in MEL methodologies, tools, and data use.

Cross-Cutting Role

The MEL Directorate works across all BIVETU directorates to:

  • Inform strategic planning and decision-making
  • Improve program design and delivery
  • Demonstrate results to stakeholders and partners
